The Children’s Resource and Consultation Centre of Ontario is a an agency licensed by the Ontario government (Ministry of Children, Community and Social Services) to facilitate adoptions. We offer confidential and personalized adoption services to birth parents and adoptive parents across Ontario. We work in the best interests of the children and families that we serve and offer pre and post adoptive services to birth and adoptive families.

CRCC is a registered charity (R106914872) and has been operating since it’s inception in 1980. Executive director Michael Blugerman M.S.W., R.S.W., is also a licensed adoption practitioner and psychotherapist who specializes in adoption. He has been qualified as an expert witness for the Ontario Court of Justice at various levels of Ontario courts on the topic of adoption, attachment, permanency and child welfare, and is associated with numerous professional committees and associations within the child welfare sector.
Under the Child, Youth and Family Services Act, 2017, our involvement in Ontario adoptions is focused primarily on children born and placed in Ontario. From early on in our history we have worked with families bringing children into Ontario for the purpose of adoption, from other jurisdictions (provinces and countries) where the finalization of the adoption would occur in Ontario. CRCC has a license to work with the United States of America. We have also worked under a one-time license to facilitate adoptions from other countries, where there is no other agency licensed to work with that country.
We offer compassion, guidance, and intergrity. We advocate for those who are vulnerable, and help families grow together through connection. Our values are based in compassion, communication, and professionalism.
Our objective is to provide adoption services to work in the best interests of the children we serve, with the highest degree of ethics and integrity. We are dedicated to helping guide everyone in the adoption triad through the adoption process and strive to build families through adoption.
